As a candidate for auditor who is
truly an auditor,
you can count on me to champion these issues:
An independent
office accountable to the citizens
Solid, in-depth audit
work, honest and without favor
Set an example for
ethics in government
Save tax dollars and make
government more efficient
Aggressively root out fraud,
waste and abuse
Independence
The State Auditor reports to the
citizens of the State of Vermont and to no one
else. I will continue to maintain an auditor’s
office in which Vermonters have confidence.
Audit
Reporting
Financial and operational
audit reports must stand on their own merit. We’ve
given the auditors doing the work, the agencies
being audited and the taxpayers of the State
of Vermont, confidence that the financial and
operational audit reports being produced are
agenda-free and without partisan bias.
I will continue to focus the
efforts of the auditor’s
staff on the necessary but unglamorous: producing
solid, in-depth audit work, honestly and without
favor.
Ethics
in Government
Ethical behavior begins at home.
The Auditor must be free of ethical clouds and
should set the example in both government activities
and in personal affairs.
Saving

For the past two years, I
have aggressively looked for better and more
effective ways to save tax dollars and make
government more efficient.
- One of the easiest and
cheapest ways to lower taxes is to make government
more productive.
- An effective auditor doesn’t
just find problems, but finds solutions and
helps people implement them.
- Auditors who only play “gotcha” accomplish
nothing. The key is to develop effective – but
arms’ length – relationships of
cooperation with the agencies being audited.
- The Auditor adds real
value by working with government to effect
positive change.
My office has identified ways for
Vermont State Government to save thousands
(and in some cases millions) of dollars by:
- Eliminating duplication.
- Improving processes and procedures.
- Performing key tasks differently.
For the first time, we created
an Audit Findings Resolution Process so Vermonters
can see that, because of our work, things that
were broken are getting fixed. Above
all, I follow up and report to the Governor,
the Legislature and to Vermonters to ensure
that commitments for change are actually implemented.
Fraud, Waste
and Abuse
Vermonters need to know that government
programs are free of taint.
- I will continue to take the
lead in aggressively rooting out fraud, waste
and abuse. I have spent over 30 years doing
just that.
- I know that the overwhelming
number of managers and employees in state government
are honest and are committed to doing the right
thing. As State Auditor, my job includes not
just finding things wrong, but also giving
credit to those whose efforts make Vermont’s
government honest, effective and responsive
to its citizens.
