Two years ago, I promised to transform
the Office of State Auditor from the 19th to the
21st century…and
we’ve done it! In two years, we have:
- Cut audit time by two-thirds.
- Delivered an on time state audit for first time
in 3 years.
- Found hundreds of thousands
of dollars of waste, fraud & abuse.
- Identified millions of dollars in
potential savings.
- Discovered material weaknesses
in Vermont’s
financial reporting – and made sure something
was done about them.
- Come up with scores of ways
to make Vermont’s
Government more efficient, effective and less costly.
- Taken political agendas out of audits.
At the same time, we have tackled tough issues including:
- Medicaid spending.
- Regional Technical Center construction costs.
- Veterans’ issues.
- Homeland Security spending.
- Information technology.
- Improper use of federal grants.
We have also:
- Uncovered extensive fraud involving
a county sheriff – and
worked with sheriffs throughout Vermont to tighten
controls to make sure it never happens again.
- Devised ways to provide long-term care of disabled
veterans at lower cost.
- Identified millions of dollars in errors in state
financial accounting.
- Brought auditors together from state agencies and
public accounting firms to focus on strengthening
financial controls throughout government in Vermont.
I need your help to
continue our Agenda of Accountability.
Two years ago, I received the endorsement
of virtually every major newspaper in Vermont. As The
Bennington Banner wrote, our campaign slogan said it
all: “finally, a candidate for auditor who is
actually an auditor”.
I'm very proud of the progress
we have made in remaking and upgrading the Auditor’s
Office. Every
single professional I’ve brought in over the
past two years has been a Certified Public Accountant. We
have four times the number of CPA’s than when
I took office. For the first time, we have an
Information Technology Audit capability, which is essential
in today’s world. And with my background
as a Certified Fraud Examiner, we have a fraud audit
capability the office has never before had.
Although we have turned
the corner, we still have much to do.
I strongly believe that Vermonters deserve integrity
and accountability in government. Keeping
state government accountable to the people has been
and will continue to be my top priority.
During my first term as Auditor,
I was blessed with a great staff. My family was tremendous
in their support and sacrifice, and the amount of
support throughout Vermont was heartwarming.
Thank you to the hundreds of Vermonters
who are continuing to provide us with much needed
moral and financial support. Thank you to the campaign volunteers
who so selflessly are spreading the message. Thank
you to the voters of our great state for giving me
the opportunity to serve.
